Asiwaju Bola Ahmed Tinubu, the presidential candidate of the ruling All Progressives Congress was governor of Lagos between 1999 and 2007.
As governor of Lagos State, he met the state faced with many challenges. The inherited Lagos was not one of the dirtiest cities in the world and infested with crime, especially at night, when the metropolis became dark.
Worse, the state also lacked financial muscle to wrestle with the challenges.
